AVALON HOMEOWNERS’ ASSOCIATION

(September 8, 2005 Meeting)

 

President Sammy Barmer called the meeting to order at 7:05 o’clock p.m.

 

Board Members Present:           Sammy Barmer, Linda Smith, Mitch Beckwith, Cindy Beckwith (NV), LeAnna Torres, Steve Waite, Michele Harris (NV) and Matt Torres (NV).

 

Residents In Attendance:           David and Missy Jackson, Clayton and Heather Lea, Bard Barnett, Charles Stewart, Janet Finch, Bobby Peoples, Ralph Hayman, Bala Thanjore, Ann Smith, Al Kirksey, David and Jan Reilly.

 

Minutes of the July 7, 2005, meeting were passed out to all in attendance.  Minutes were approved as written, on motion of LeAnna Torres and second by Steve Waite.

 

Treasurer’s Report:  

          Income for August, 2005 was $4,785.00, compared to $3,944.70 for the same period in 2004.

          Expenses for August, 2005 were $5,841.57, compared to $3,963.08 for 2004. $3,075.00 paid in August was the premium for the property and general liability insurance.

          Net income for August, 2005 was -$986.57.

          Total income for the period January-August, 2005 is $51,271.50, compared to $40,676.09 for the same period in 2004.

          Total expenses for the period January-August, 2005 are $28,920.52, compared to $26,421.59 for the same period in 2004.

          Net income for January-August, 2005 is $22,362.44.  Income for the same period in 2004 was $14,263.81.

          Total Assets as of August 31, 2005 equal $115,317.97.  Total Liabilities and Equity as of August 31, 2005 equal $115,317.97.

 

Committee Reports

 

Landscaping:

          LeAnna Torres presented bids for the new landscaping contract to the Association.  Three bids were received for this service, including Cut-Rite, Total Lawn & Landscape, and Outdoor Designs.  After a review of each proposal, motion was made by Mitch Beckwith that the bid submitted by Cut-Rite in the amount of $720.00 per month was accepted.  Steve Waite seconded the motion.  Before a final contract is signed, the date on the proposal will be corrected to reflect July 7, 2005 instead of 2004, and the company’s bond will be checked.

          It was advised that someone is being contacted regarding hurricane damage to trees located on the Association’s property.

 

Clubhouse:    

          August 15, 2005 was the cutoff date for the entrance cards for the pool.  If dues were not paid by that date, the cards were deactivated.  It was reported that after that date the gate was found propped open on several occasions.  DO NOT DO THIS.  There are serious liability issues involved in this.

          Questions arose concerning the notice of dues.  Was it better to post or better to mail notice.  Signs are posted at both entrances, notices are in the newsletter, and information is on the website.  Therefore, mailing a notice would not be necessary.  Matt advised that an email notice could be done if requested.  Leah also includes information on dues in each Welcome packet for new residents.

          A part is being replaced on the pool pump.

          There is a new treadmill in the exercise room as well as an elliptical machine.

          As recommended by one of the residents, the issue of a new pool is on hold for now.  With the expenses incurred due to the hurricane, this would be better addressed at a later date.

          At that time, payment options will be discussed.  There will need to be a vote of all residents since this is a capital improvement. 

          Thanks to Mitch for opening the clubhouse during the power outage during Katrina.  Not many people knew that the back part of the subdivision is on a different line from the front and that the folks in the back didn’t have electricity for several days.

  

Social Events:

          Avalon Day will be the next event and will be held on October 29.  There will be kid games, a bonfire.  It will be a family fun event hopefully larger than the ones previously held during the summer.

 

Covenants:

          Cards are being placed in mailboxes for covenant violations.  If that doesn’t get attention, then a letter will be sent.  Fees will be set for violations after a vote.

          Charles and Steve cut the grass for one house with covenant violations.  Thanks guys.

          A discussion was had regarding how to handle the problem of unkept yards.  The covenants state that a private landscaping company can be hired to do the work and then the resident would be billed for the amount.  This is a possibility.  We need to check with an attorney to  determine liability for going on premises for covenant violation and trespassing laws.

 

Welcome:       

          Let Leah know of any new residents and any changes to your information.

 

Old Business:

          There was a question regarding the old fence around the outside of Avalon.  We are checking into options to repair and repaint this old fence.  Two residents on Brighton Circle asked about the fence behind them that separates Avalon from the businesses behind.  We will have to check on this.

          One resident questioned the location of a fence because of its location so close to the end of the house.  We will check into that problem.

          There has been a little activity at the back were Regatta is erecting the Avalon sign.  Ground has been broken for same.  This could be used if gating is approved at a later date.

          We have met with Ted Orkin regarding property management and have decided against it since we have in place already just about everything he could offer.

 

New Business:           

          On August 24, Steve, LeAnna and Michele met with Larry Swales, County Attorney David Morrow, Sheriff Pennington, Buster (County engineer) and Norman (County official).  These are a few of the highlights: (1) The Sheriff’s department will be placing radar devices in the neighborhood soon to detect speeding [they will stop and check licenses, registration and proof of insurance, etc.]; (2) There will eventually be a traffic light at the main entrance, however, this is in a later phase of the Fannin Road Reconstruction program; (3) Hugh Ward Boulevard will be completed by late fall and will include an exit from Abby Woods onto Hugh Ward [the boulevard has been revised to include a biking/walking path, benches]; (4) Farmington Station WILL NOT be connected to Avalon; (5) no word yet on the water tower at Avalon Way and Hugh Ward; and, (6) Larry will follow up with the apartment complex about replacing the dead trees that are a buffer between the apartments and our subdivision.

          Brush can be piled up for the County to pick up, but it must be in 6 foot lengths.

          The roads through Avalon will be repaved when Landmark is done with construction.  Engineers reevaluate roads yearly.

          The television in the clubhouse can be used by all residents.

          The question arose about the possibility of having the homeowner’s association meeting on a Saturday occasionally.  This is being looked into at this time.

 

With no further business, Sammy Barmer made a motion to adjourn the meeting, which was seconded by Matt Torres.  The meeting was adjourned at 8:40 o’clock p.m.
