AVALON
HOMEOWNERS ASSOCIATION MEETING
June 3, 2004
Board president
Sammy Barmer called the meeting to order at 7pm.
Board members
present: Sammy Barmer, Cedric Buckley, Shaun Joyner, Randy Kirby, and Steven Waite.
Minutes from the
May 6, 2004 meeting were reviewed. Steven Waite made a motion to approve minutes as
written. Cedric Buckley seconded the motion and the minutes were approved by unanimous
vote.
Treasurers
Report
Michelle Harris,
treasurer, gave report. See attached.
Michelle also
reported that 5 residents had outstanding dues and legal action was being taken.
There was no
discussion on the treasurers report so Randy Kirby made the motion to accept. Steven
Waite seconded the motion and the treasurers report was approved by unanimous vote.
Landscaping
Sammy Barmer gave
the landscaping report in Tracie Hipps absence. Two lots were treated for poison
ivy. The lower limbs on the trees on the vacant lots will be cut before Avalon Day.
Clubhouse and Pool
Randy Kirby
reported that the code had been changed. Pool passes and the new code were mailed to
residents who are current on their dues.
Two new chairs are
missing. Randy asked all residents to help police the pool. Please call board
members or RCSD if you see anything that makes you uncomfortable. Cedric mentioned we
might want to consider chaining the pool furniture even though this might be unsightly.
Randy mentioned
that a new entry system using a swipe card would be considered for next year. This swipe
card would also open the weight room.
Randy also
mentioned that guests at the pool must always be accompanied by a resident.
Steven Waite asked
that the last people at the pool in the afternoon lower the umbrellas. He also asked that
the umbrellas be lowered if a storm came up.
A resident that
lives by the pool said many teenagers are going to the pool after hours and asked if we
could possibly lock the pool after 9pm.
Sammy said we might
possibly chain the gate after pool hours and remove in the morning. All residents should call the sheriff is anyone is
in the pool after 9pm.
Randy also
mentioned that 4 wheelers have been speeding up and down Avalon Way. The RCSD was called
to address this.
Kim Walker is
moving. Anyone who wished to reserve the
clubhouse should contact Cindy Beckwith.
A resident asked
about putting a bulletin board up in the pool area to post flyers for the community. Sammy said he thought this would be a good idea.
A resident also
asked about expanding or building a new pool due to crowding. The board is currently
looking at the costs of a second pool.
Another resident
asked if Landmark gave AHOA a lot to build a second pool. The only offer that we have
received is the offer to purchase a lot from Landmark.
A resident asked
about the progress of the park/playground on the two new lots that were purchased. The
board is currently working on this and getting the financials together. We hope to have
plans by Avalon Day.
Social
Sammy gave this
report in Nikki Gilstraps absence. Avalon Day is June 27. Hot dogs and hamburgers
will be provided by AHOA. There will be space jumps, snow cone machines and tug of war.
Cedric Buckley will coordinate tug of war. There will possibly be a parade with a
patriotic theme. All information will be in the newsletter that will be mailed next week.
Hopefully the neighborhood watch information will also be given out at Avalon Day.
Volunteers are also needed.
Old Business
Cedric asked
Charles to speak about mailbox information. Charles charges $25 to fix up
mailboxes. He has found aluminum mailboxes that can be purchased for $35. Charles will
paint these mailboxes so the total cost would be around $70. The posts will still need to
come from Copper Sculptures. Cedric asked if
any residents present had a problem with purchasing new mailboxes for $70. A resident
asked if we could see a picture of these new mailboxes and vote later.
Automatic draft for
dues will begin July 1. There is an option to have your homeowners dues drafted
quarterly, annually, or semi-annually.
A resident asked
about the entrance by the apartments. The construction company will start on the entrance
when construction begins.
Resident asked
about the back entrance off of Abbey Woods. This is still in negotiation.
New Business
A resident noted
that there would be a public hearing at 9am on June 21 at the county courthouse in regards
to a petition being filed by some developers. They have filed a petition to make a group
that will develop a road and can assess landowners to use this road. The resident was
afraid that this group might try to make Avalon homeowners pay for the construction of
this road. Sammy said he would attend this meeting and see if we could have a written
agreement that Avalon would not be included in the assessment to pay for the construction
of this road.
A resident did
bring up speeding and running stop signs on Avalon Way. He noted some teenagers were
speeding and young children were leaving the pool and could have possibly been hit. This
is always problematic and discussed at each meeting. Residents are urged to slow down and obey stop signs.

the motion to adjourn and it was seconded by Steven Waite.
