AVALON
HOMEOWNER’S ASSOCIATION MEETING

Board
vice president Nikki Gilstrap called the meeting to order at 7:04 p.m.
Board
members present: Nikki Gilstrap and Steven Waite.
Residents
present: Jerry & Bernette Smith, Janet & Steve Finch, Tom Samuelson,
Ellis Bridgers, Mike Hood, Cathy Overton, Charles Stewart, Janet Hrbolick,
Mitch & Cindy Beckwith, Scott Reinhardt, Bobby Seaney, Ugandher Alan, Matt
Torres, Cedric Buckley.
Minutes
from the June 3, 2004, meeting were handed out and reviewed by the residents in
attendance. Nikki and Steve approved the minutes.
Nikki
gave the financial report in the absence of Treasurer Michele Harris. Financial
statements were shared with everyone present. The highlights:
Nikki
gave an update on the July 2 apartment fire. The fire marshal determined it was
caused by a lightning strike in the attic at 6:40 p.m. All 16 units were
destroyed. A firewall does exist, but only between apartments, not in the attic
– thus, why the fire spread to the entire building. Only three residents had
renter’s insurance. Pine Lake Baptist Church donated $1,000 to each resident.
Landscaping: Board President Sammy
Barmer is assuming landscaping management from board member Tracy Hipp, due to
scheduling conflicts. We’ve added care of the two new lots to our landscaper’s
current responsibilities.
Clubhouse
and Pool:
During the month, the men’s and women’s rest room signs were removed. There was
no other vandalism. Nikki said that Sammy learned our option to buy a second
pool lot – in the cul de sac near Hugh Ward – has run out. We’re currently
investigating putting in a second pool at the clubhouse, or expanding the
current pool.
Old
Business:
Nikki said Sammy attended the petition-request meeting for the Public
Improvement District along Hugh Ward, and was able to get on the record that
Avalon must be formally asked – and that there must be 100% approval among its
residents – in order to be annexed by the PID. Several Avalon residents also
attended the meeting.
Nikki
said she canceled Richard Wilson and Sheriff Bennington’s scheduled appearance
at the homeowner’s meeting due to the lack of board members.
Nikki
said Avalon Day has been rescheduled for Aug. 28.
New
Business:
Resident Ellis Bridgers, 612 E. Abbey Woods, asked about the maintenance of
vacant lots. He said it looks likes he lives in a grassland. He said there are
snakes, which could be a serious situation if you have kids. He said he called
Landmark and asked them to come and cut it, but they said, “no.” He asked the
board to pursue further. Another resident, Bobby Seaney, 117 Queens Wood, said
we can send Landmark a registered letter giving them 30 days to mow. If they
don’t, we can, by law, pay to have it mowed and send Landmark the bill – and
that Landmark will be obligated to pay. Mr. Seaney, who is a paralegal,
volunteered to send the letter.
Another
resident said the south corner of the fence bordering our subdivision needs
maintenance.
A
resident asked when all of the stop signs would conform to the Avalon “copper
sculptures” style. Nikki said they had been ordered, but didn’t have an installation
date.
A
new resident, referring to the minutes from a previous AHOA meeting, asked
about back entrance. Nikki explained about the development and their back
entrance and agreement to put $20,000 to build a back entrance.
One
resident asked if Hugh Ward was going to be four lanes. Nikki said she was
told that by October Hugh Ward would be
paved to the new subdivisions (i.e. beyond Avalon) and that, when finished,
Hugh Ward would be comparable to Highland Colony Parkway.
Nikki
brought up the issue regarding mailboxes and how many of them are rusty and
unsightly. She said Charles had done some investigating and that there was a
company in Taylorsville that makes aluminum mailboxes that never rust, and that
the paint Charles uses to restore our current mailboxes would stay on it for
five years. The flag and front flap on these mailboxes is nickel and would not
“hold” the paint, so it would be chrome in appearance. Charles brought the
aluminum and nickel mailbox to show the residents.
Charles
said it mounts on our current post without modifications, and costs $35.
Nikki
then asked residents if this would be an acceptable replacement, provided it
was painted to match the existing mailboxes. Most of the residents were in
agreement.
However,
there was not agreement on to proceed – on how to get all mailboxes in
compliance. Mr. Seaney said the AHOA Board needs to enforce the covenants. He
suggested we send out a letter to residents with unsightly mailboxes and give
them 30 days to get in compliance. Residents who don’t honor the request, will
have their mailboxes replaced by the AHOA Board and will be invoiced for time
and materials.
Mr.
Seaney again called for better enforcement of the covenants, which drew amens
and here-heres from the residents in attendance.
It
was stated that the covenants would need to be amended, if we were to proceed
with the aluminum and nickel mailboxes painted to match, since the covenants
stipulate Copper Sculptures.
One
resident suggested to include the compliance issue in the newsletter, then give
them until Aug. 30 to comply.
The
final question was about sidewalks in the new parcels. Nikki said, no, that we
litigated the issue and lost.
Nikki
adjourned the meeting at 7:42 p.m.
